The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) has issued a strong warning to refineries, depot owners and other operators in the oil and gas sector over poor waste management practices.
In a memo dated April 3, 2025 and signed by Mustapha Lamorde on behalf of the Chief Executive, Farouk Ahmed, the agency emphasized the need for responsible waste handling. The memo was sent to all licensed waste management service providers and operators in the midstream and downstream sectors.
NMDPRA stressed that effective waste management is critical not only for protecting the environment but also for ensuring public health and the long-term sustainability of oil and gas operations. The authority noted that waste such as chemicals, emissions, liquid and solid waste, if poorly managed, can cause serious pollution and health hazards.
Citing the Petroleum Industry Act 2021 and the Midstream and Downstream Petroleum Environmental Regulation 2023, NMDPRA reminded operators that they are responsible for the full life cycle of waste generated from their operations from creation to final disposal.
To address these concerns, the agency has approved new strategic initiatives focused on improving waste audits, segregation, treatment and recycling. Operators are expected to adopt cleaner technologies, reduce chemical use and treat wastewater using advanced methods. They must also submit quarterly reports and ensure all waste is processed through NMDPRA approved facilities and landfills.
The agency called for full compliance and collective effort, stating that effective waste management is a shared responsibility that is key to securing a safer, cleaner future for the oil and gas industry and the communities it serves.
